Double carbon concept
In 2019, President Xi, as the head of state, promised to the world on behalf of the Chinese government that China would achieve "carbon peak" in 2030 and "carbon neutrality" in 2060.
Carbon peaking "refers to the country's commitment to stop increasing carbon dioxide emissions before 2030 and gradually reduce them after reaching their peak.
"Carbon neutrality": by 2060, all the carbon dioxide emissions should be offset by planting trees, energy conservation and emission reduction, which is called "carbon neutrality". In other words, it means replacing fossil fuels, which currently account for more than 68%, with clean energy that accounts for more than 90% over a period of more than 30 years while maintaining normal economic growth. This is not equivalent or reduction, but a complete structural replacement and energy revolution.

The "dual carbon" strategy advocates a green, environmentally friendly, and low-carbon lifestyle. Accelerating the pace of reducing carbon emissions is conducive to guiding green technology innovation and improving the global competitiveness of industries and economies. China continues to promote industrial and energy restructuring, vigorously developing renewable energy, and accelerating the planning and construction of large-scale wind and photovoltaic base projects in desert, Gobi, and desert areas, striving to balance economic development and green transformation simultaneously.

The Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept to Do a Good Job in Carbon Peak carbon neutrality and the Action Plan for Carbon Peak by 2030 have been issued successively, which jointly build the top-level design of China's carbon peak and carbon neutrality "1+N" policy system, and supporting policies in key fields and industries will also be issued successively around the above opinions and plans.

The CPC Central Committee and the State Council issued the Opinions on Completely, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak carbon neutrality. As the "1" in the "1+N" policy system of carbon peaking carbon neutrality, the opinion is to make systematic planning and overall deployment for the major work of carbon peaking carbon neutrality.
August 2022
Nine departments, including the Ministry of Science and Technology, the National Development and Reform Commission and the Ministry of Industry and Information Technology, issued the Implementation Plan for Science and Technology to Support Carbon Peak carbon neutrality (2022-2030) (hereinafter referred to as the "Implementation Plan"), proposed scientific and technological innovation actions and safeguard measures to support the goal of achieving carbon peak by 2030, and made technology R&D reserves for achieving carbon neutrality by 2060.
